Canada Immigration Levels Plan
The Immigration Levels Plan 2023-2025 set an immigration goal of allocating 465,000 PRs. The IRCC issued 471,550 new Permanent Residents (PRs) in 2023, 1.4% more than the target of 465,000.

Following the success of the Immigration Levels Plan 2023-25, the latest Immigration Levels Plan 2024-2026 was also released by the IRCC. The IRCC emphasised focusing on economic growth and family reunification admissions in response to the humanitarian crisis.

Canada’s most popular province, Ontario, welcomed 206,720 new permanent residents. Around 43.8% of immigrants ended up choosing Canada as their ideal destination of choice.
A total of 102,445 new permanent residents arrived in Ontario via the following programs:
- Ontario Immigrant Nominee Program (OINP)
- Canadian Experience Class (CEC)
- Canada Caregiver visa
- Federal Skilled Trades Program (FSTP)
- Federal Skilled Worker Program (FSWP)
- Rural and Northern Immigration (RNIP)
- Canada Start-up Visa
- Self-employed Persons (SEP) Programs
- Agri-Food Immigration Pilot (AFIP)
