Highlights: Canada Introduces New PR pathways for Home care workers
- Canada has announced new PR pathways for home care workers.
- The new immigration pilots program will be called the Home Care Worker Immigration Pilots.
- Eligible home care workers can apply for Canada PR through the new pilot program starting on March 31, 2025.
- The new pilot program will replace the previous PR pathways available for caregivers.

Canada’s New Home Care Worker Immigration Pilots
Canada announced new permanent residency pathways for home care workers, called the pilot programs. The new Home Care Worker Immigration Pilots will now replace the previous Canada PR pathways for caregivers. Eligible applicants can apply for permanent residence in Canada through the newly available pilot programs.
Who can apply through the new pathways?
To qualify for the new care worker pilots program, you must have:
- A minimum of CLB Level 4
- Educational qualifications that are equal to a Canadian high school diploma
- Prior work experience in a relevant field of subject
- A full-time employment contract or offer for a home care job role.

Canada PR Pathways for Home Care Workers
According to the latest Immigration Levels Plan 2025-2027, around 10,920 immigrant admissions will be accepted through the Federal Economic Pilots, including the new Home Care Worker Immigration Pilots.
The PR admissions for 2025 under the above categories will equally be distributed amongst the following:
- The new caregiver pilots
- The Agri-Food Pilot
- Community Immigration Pilots
- The Economic Mobility Pathways Pilot
