Canada capped study permit applications at 606,000 in 2024
Marc Miller, the Immigration Minister of Canada, recently announced the final cap on study permit applications in 2024. As per the announcement, 606,000 would be the limit for international students' study permit applications. Following the adjustments and exemptions, the updated target of approved study permits is now set at 364,000.
The government also recently released data on the provincial study permit cap allocated for the provinces of Canada, with Ontario receiving the highest number of allocations.

Zero Net Growth Model of Canada
The IRCC Minister announced the introduction of a new plan known as the "Net Zero First Year Growth Model." The plan would work towards keeping the total number of study permit applications stable.
Canada initially planned on welcoming 485,000 new students in 2024 based off the total number of study permits expiring in the year. However, after a few adjustments accounting for the annual exemptions and extensions, the new target is set at 364,000 approved study permits. According to the 60% national approval rate of study applications, the 364,000 approved study permits would make up the 606,000 study permit cap.
International students pursuing education in list below are exempt from the cap.
