First-ever temporary resident cap in Canada
According to Canadian immigration minister Marc Miller, Canada is keen to introduce a limit on the number of temporary residents coming to Canada in the next three years.
The first cap is set to be announced in September 2024.
International students, foreign workers, and asylum claimants will be considered under the new cap on temporary residents. Following recent announcements by Marc Miller, Canada is trying to ensure “sustainable” growth in the number of temporary residents in Canada and is to limit temporary residents to 5% of the total population.

Surge of Temporary Residents in Canada
Recent reports by Statistics Canada show a total of 2.5 million temporary residents in Canada in 2024, up by 1 million in 2021. The country is heavily dependent on foreign workers to overcome labor shortages, as reported by Miller.
Under the new policy, some businesses in Canada will have to rely less on temporary foreign workers by May 1, 2024. However, workers from the construction and healthcare sectors will be exempted from the cap count of foreign workers due to an acute labor shortage.
