Highlights: Finland Residence Permits issued to 1 million non-EU immigrants

  • Finland issued around 1 million residence permits to non-EU immigrants from 2015 to 2023. 
  • Ukrainians, Russians, and Iraqis received the highest number of residence permits. 
  • Reports show that Estonia accounted for most of the applications.

Ukrainians received the majority of Residence permits

Between 2015 and 2023, the Finnish Government granted almost one million residence permits to immigrants, as reported by PT-Media. Ukrainians took the lead out of the 16.1% of all permits issued. An average of 978,506 residence permits were issued to non-EU immigrants. 

Applicants from China, Bangladesh, India, Russia and Sri Lanka accounted for 86% of residence permit applications.

The table below lists the nationalities with the highest issuance rates of Finland Residence Permits in the last six years:

International Students accounted for 7,039 residence permits!

Recent reports from the Finnish Immigration Service show that degree students formed a clear majority of residence permit applicants. 8,762 international students applied for a residence permit, of which 7,039 were issued permits. Nearly 80.3% of the third-country students received permits to study in Finland for research purposes.
