Highlights: IRCC Released the Eligibility Criteria for the New Rural Immigration Pathway

  • IRCC announced details about the new Canadian Rural Immigration Pathway.
  • Canada’s Rural Immigration Pathway is for foreign workers who can help address workforce shortages in select communities outside Quebec.
  • Applicants must fulfill six primary eligibility criteria to qualify for the rural immigration pathway to PR.
  • Individuals applying from inside Canada are required to maintain a valid temporary resident status at the time of applying.

Eligibility Criteria for the New Rural Immigration Pathway

To qualify for the newly announced Rural Immigration pathway, you must meet the following eligibility criteria:

 

  • Work experience
  • Education
  • A job offer
  • Language proficiency
  • Proof of funds
  • Intent to reside

 

Work experience

The applicant must have a minimum of 12 months of continuous work experience (Full-time) in any occupation on the NOC list.

 

To qualify, you must ensure that the work experience is:

 

  • Acquired within 3 years of applying for Canada PR
  • Includes performing duties and tasks that are listed for the NOC occupation  
  • Must be employed with a third-party employer
  • Have verified work authorization with a valid temporary resident status (If the work experience is in Canada)

TEER Category of genuine offer of employment

Work experience must be in an occupation in TEER category

Note: The required work experience depends on the type of employment offer.

 

Work Experience Exemption for International Graduates

International graduates with a verified credential in any of the post-secondary study courses/programs are exempt from the work experience requirements and must fulfill the below criteria:

 

  • Completed full-time studies at the enrolled program
  • Acquired the credential at least 18 months before applying for the pathway
  • Must have resided in a designed Canadian community with full-time employment (Doctoral or Master’s programs that are less than 24 months)
  • Must have resided in a designated community for a minimum of 16-24 months prior to graduating (For other study programs of at least 24 months)

A Valid Job Offer

Applicants must have a valid and verified job offer to qualify. However, the employment contract must fulfill the below criteria:

 

  • Must be offered by a designated Canadian employer
  • Is full-time or permanent work
  • The job offered must be located in any of the designated communities, with at least 75% of the work to be done there
  • The applicant must have the required qualifications to perform the tasks mentioned in the NOC
  • The job offered must be relevant to the applicant’s work experience

Language Proficiency 

Individuals are required to provide language proficiency test results given by any of the Government-registered designated institutions and submit proof of required language proficiency as per the NOC TEER of their employment offer.

Note: The language test results will later be changed as per the CLB score.

Educational Qualifications

Individuals must submit proof of educational qualifications such as a Secondary school diploma or higher-level credential.

 

  • Those who have studied in Canada must submit Canadian educational credentials
  • Those who have studied outside Canada must submit secondary educational credentials with the required equivalent evaluation (Must not be more than 5 years old at the time of application)

 

Proof of sufficient funds

Individuals applying for this pathway must submit proof of having sufficient financial funds to support their stay for at least 12 months. The funds must at least be half as much of the low-income threshold in the rural regions.

 

Note: This criterion does not apply to those already employed in Canada.

 

Proof of Intent to stay in Canada 

The individual must express proof of intention to remain and reside in the Canadian-designated community.

 

To qualify, individuals must have a valid recommendation certificate from any registered economic development organization when applying.

 

Note: The organization grants the certificates for a minimum of 6 months from the issuance date.
