Highlights: U.S. DHS announces major revisions to the H-1B visa!
- The U.S. Department of Homeland Security (DHS) announced revisions to H-1B visa regulations.
- USCIS announced new registration period dates for the fiscal year (F.Y.) 2025 H-1B cap.
- The F.Y. 2025 H-1B cap's registration fee is $10.
- The new rule will be effective from March 4, 2024.

New Rule for H-1B Program
The USCIS announced a new rule for the H-1B visa program to promote the integrity of the visa and reduce registration fraud.
The new registration period dates will also be announced for the F.Y. 2025 H-1B cap, along with launching an online option for filing Form I-129 and Form I-907.
Some of the new changes that are set to be implemented by the Department of Homeland Security are as follows:
- Centred selection process for H-1B registrations
- Flexibility for H-1B cap petitions
- Additional measures for H-1B registrations
- Denying or revoking the approval of H-1B petition
- Changes in the registration fee for the F.Y. 2025 H-1B cap.

FY 2025 H-1B Cap Registration period
The initial F.Y. 2025 H-1B cap registration period will be from March 6, 2024, to March 22, 2024. The petitioners and representatives involved must use an online USCIS account for the online registrations of each individual.
The fee payment of $10 and registration process will be done online via the online account.
Requirements for H-1B Registrations
The DHS also announced passport requirement revisions that are as follows:
- Registrations must include the recipient's valid passport information, with no exceptions to the passport requirement.
- However, considering the concerns of stateless people, including refugees, the DHS has altered the above rule wherein the recipient can either include valid passport information or travel documents.
- The travel document must be similar to the one used by the recipient while entering the States.

Online Filing for Forms I-129 & I-907
The USCIS announced the launch of new managerial accounts, allowing people from the same organization to work on H-1B petitions and registrations.
From February 28, 2024, online filing for Form I-129 and I-907 will be open for non-cap HI-1B petitioners. USCIS will start accepting the online H-1B petitions and Form I-907 forms that have been selected.
Online and offline, paper mode will continue and be accepted by the USCIS. The fee for filing Form I-907 will also be increased from February 26, 2024, and incorrectly filed applications have more chances of getting rejected.
