Distribution of study permit allocations
The provinces and territories have received study permit allocations based on population. The latest modifications in the application cap will help the provinces and territories attract more international students in 2024. Provinces with an approval rate lower than 60% have received more allocations, which will help them, meet the approved study permit target.

Canada study permit caps
The cap on the issued study permits and the cap on the study permits that are yet to be processed are not the same. The IRCC cannot set a cap on the already approved study permits, but it can set a cap on the study permits that are yet to be processed. The cap on the study permits that are issued is concluded from the cap on the study permits that are to be processed.
IRCC announced it would process around 606,000 applications and welcome 360,000 students in 2024.
